Here is a direct quote from the press release sent by the Big ten and DISH:

DISH Network customers nationwide who subscribe to America's Top 100 and higher will find the Big Ten Network on Channel 439. Customers throughout the nation will also have the opportunity to preview the network until early 2008. At that time, the channel will be carried on America's Top 100 Plus service within the eight states with Big Ten institutions. The full release is here:  Big Ten Network-DISH agreement announcement.

If I read that correctly, it is part of the basic package until 2008 and will move to a more limited package come January 2008 for the Midwest. If anyone has more details or thoughts on this please comment. Overall it's a good sign on two fronts: more coverage for both home viewers and bars that can show the games via DISH and it shows the BTN is wiling to compromise in order to increase coverage.
